The Minister of Trade, Industry and Competition has invited the public to comment on the new proposed B-BBEE measurement framework. The key amendments encompass the Introduction of the Transformation Fund under Enterprise and Supplier Development element and B-BBEE Recognition; and the amendment of the weighting points of the B-BBEE Scorecard.

Government has opened the framework for public comment — but the deadline is 31 March, and your input is critical.

 

Two of the most important proposed changes include:

  • The introduction of a Transformation Fund under the Enterprise and Supplier Development element, together with new B-BBEE recognition measures.
  • Amendments to the weighting points of the B-BBEE Scorecard, which could change how empowerment compliance is measured and implemented.

The new draft framework does not simply “tweak” the current B-BBEE system. It proposes higher targets and tougher compliance across almost every category. Below is a neutral comparison of the current scorecard vs the proposed new scorecard:

 

Ownership – Increased Weighting
Current Points: 25 points
Proposed Points: 30 points

 

What this means:

  • Greater emphasis on ownership requirements
  • Businesses without significant black ownership will find it harder to achieve good ratings
  • Higher cost and structural pressure on existing companies

Management Control – Higher Demands
Current Points: 19 points
Proposed Points: 20 points

What this means:

  • More stringent targets for black representation at senior and executive levels
  • Less flexibility in meeting leadership demographics

Skills Development – Targets Increased
Current Points: 20 points
Proposed Points: 25 points

What this means:

  • Companies will be required to spend more on accredited training
  • Higher percentage of payroll required for skills programmes
  • Increased administrative and verification costs

Enterprise and Supplier Development – Tougher Criteria
Current Points: 40 points
Proposed Points: 35 points

 

What this means:

  • Although the total points are slightly reduced, the qualification thresholds and sub-requirements are increased, making it more difficult to achieve full points.
    • Stricter procurement rules
    • Higher spend requirements with black-owned suppliers
    • More complex compliance processes

Socio-Economic Development – Reduced Weighting
Current Points: 5 points
Proposed Points: 5 points

This element remains unchanged in points, but the overall framework places less practical emphasis on community development and more on structural ownership targets.


While the point totals may look similar on paper, the proposed amendments introduce:

  1. Higher minimum thresholds
  2. More stringent sub-minimum requirements
  3. Less flexibility in how points are earned
  4. More detailed reporting and verification
  5. Increased compliance costs
  6. Greater pressure on ownership restructuring
