Should South Africa Raise the Retirement Age?

South Africa is facing rising pressure on its pension and social security systems, with longer life expectancy and increasing financial strain on the state. Some experts are calling for a gradual increase in the official retirement age—currently set at an average of 65 depending on employment sector.

What are other countries doing?

China
In September 2024, China approved a gradual increase of the statutory retirement age:

Men: from 60 → 63

Female white-collar workers: 55 → 58

Female blue-collar workers: 50 → 55

Czech Republic
Effective January 1, 2025, reforms were implemented that raise the normal retirement age. The prior threshold (around 64 years 2 months) continues rising on schedule toward 65 and beyond, as planned earlier 

 

Iran
In 2024, Iran raised the pensionable age for men from 60 to 62 for public social insurance pensions. (Women remain at 55) 

Singapore
Announced on March 4, 2024, that statutory retirement age will rise from 63 to 64 (and re-employment from 68 to 69), effective July 1, 2026, as part of a gradual plan toward age 65 by 2030

 

Countries with Trendsetting or Upcoming Increases
Denmark
Legislation passed in 2025 commits to raising the retirement age gradually up to 70 by 2040, applying to those born after December 31, 1970. Current official age is 67 

Netherlands
The state pension age has reached 67 in 2024, and is automatically indexed to life expectancy. It will rise to 67 years and 3 months by 2028, with further small adjustments anticipated 

Others in Europe
Countries like Spain, Germany, Italy, Sweden, Israel, and Switzerland are implementing planned increases or aligning women’s retirement age to men’s over coming years. Many are scheduled to reach or already at 67+ by 2028–2030

 

Why should SA consider this subject?

South Africa’s population is aging, but unemployment and poverty amongst the youth is still exceptionally high. Raising the retirement age could ease pressure on public pensions—but may also delay access to benefits for vulnerable people.

 

Decisions made now will shape the future of our social support systems for decades to come.
