The Department of Communications and Digital Technologies are reviewing the South African Post Office’s (SAPO) exclusive right to deliver certain postal services—such as letters, small parcels under 1kg, stamps, and postboxes—across the country. This review could open the door to liberalising postal services and introducing private sector competition for services currently reserved only for SAPO.
The public is now invited to comment on whether SAPO should retain these exclusive rights, and how the universal delivery of postal services can be sustainably funded and delivered—especially to rural and underserved areas.
Background Summary
SAPO currently holds a legal monopoly on "reserved" postal services, intended to ensure affordable and universal access. However, the sector has been declining due to:
- Digital disruption (emails replacing letters),
- Inefficiencies and financial mismanagement within SAPO,
- Encroachment by private courier companies into SAPO's legally protected market,
- Inadequate enforcement by the regulator (ICASA),
- Declining service quality and growing reliance on government bailouts.
A recent market study shows that SAPO’s monopoly is no longer effective in funding its Universal Service Obligations (USO) and is not serving the public as intended. As mail volumes shrink and costs rise, the government is considering liberalising postal services while still ensuring all South Africans have access to reliable, affordable delivery.
