The proposed amendments to the Intergovernmental Relations Framework Act, 2005, aim to improve intergovernmental coordination by establishing new structures, expanding existing ones, and setting a minimum number of annual meetings.

The government is seeking public input on the proposed Intergovernmental Relations Framework Amendment Bill, 2024. The proposed amendments to the Intergovernmental Relations Framework Act, 2005, aim to improve intergovernmental coordination by establishing new structures, expanding existing ones, and setting a minimum number of annual meetings. Administrative functions for the President’s Coordinating Council will be assigned to the Minister in the Presidency, and frameworks for planning, budgeting, and dispute resolution are introduced. The amendments also empower ministers and MECs to convene meetings during disputes and require semi-annual reporting by Cabinet members and premiers to the Minister. 


While aimed at improving governance, could pose risks to people's freedom if not carefully managed. Assigning administrative functions and empowering officials to convene meetings might centralize power, potentially undermining local autonomy. Additionally, increased focus on internal government coordination could reduce transparency, limiting public oversight. The expansion of intergovernmental structures may also introduce excessive bureaucracy, marginalizing grassroots organizations and complicating public participation. Furthermore, empowering specific officials to resolve disputes could lead to political interference, favouring certain groups or interests over others.
