The Draft Customary Initiation Regulations aim to safeguard the health, dignity, and cultural rights of initiates while upholding the constitutional principles of South Africa. Reports of severe injuries, abuses, and fatalities, particularly among young men, have highlighted the urgent need for governance and oversight. Illegal initiation schools frequently operate for profit with little regard for the health and well-being of participants, undermining the cultural and educational values traditionally associated with initiation. 
The legislation emphasises aligning initiation practices with constitutional rights, ensuring participants' safety and dignity, and eradicating abuse and exploitation. It outlines clear roles and responsibilities for traditional leaders, caregivers, and medical practitioners while setting requirements for initiation schools, such as registration and safety compliance. Community engagement is also a critical focus, encouraging partnerships between traditional leaders and governmental bodies to monitor and manage the process effectively.
