The rationalisation process, as described in the report, involves reorganising the areas under the jurisdiction of the Divisions of the High Court of South Africa to ensure the judicial system meets the requirements of the Constitution and the needs of South Africans.

The following are some of the recommendations made by the Committee:



  • The Free State Division of the High Court will remain in Bloemfontein with a local seat being established in Welkom.

  • The Gauteng Division of the High Court will remain in both Pretoria and Johannesburg with a new local seat to be established in Palm Ridge.

  • The KwaZulu-Natal Division of the High Court will remain in both Pietermaritzburg and Durban with a new local seat to be established in Richards Bay.

  • The Limpopo Local Division of the High Court, Lephalale be disestablished.

  • The Northern Cape Division of the High Court to remain in Kimbereley with a new local seat to be established in Upington.

  • The Nort West Division of the High Court to remain in Mahikeng with a new local seat to be established in Rustenburg.

  • The Western Cape Division of the High Court to remain in Cape Town with a new permanent local seat to be established in Thembalethu/George.
