How South Africa’s Electoral System Works:

South Africa currently uses a proportional representation (PR) system for electing members to the National Assembly and Provincial Legislatures. In this system, citizens vote for a political party, and seats are allocated based on the percentage of votes each party receives.

 

Recent changes, introduced by the Electoral Amendment Act of 2022, now allow independent candidates to participate in national and provincial elections. This marks a significant shift, as individuals who are not affiliated with any political party can now stand for election. However, while this change is a step towards greater inclusivity, there are concerns about how independents can participate under the current system.

  • Disproportionate Vote Requirements: Independent candidates often need a higher number of votes to secure a seat compared to party candidates, making it more difficult for them to win representation.
  • Lack of Access to Resources: Unlike political parties, independents may struggle with limited access to resources, funding, and organisational support, putting them at a disadvantage during campaigns.
  • Complexity of Seat Allocation: The PR system’s method of seat allocation can be complex, and it may disadvantage independents, especially in larger constituencies where they compete against well-established parties.

 

These issues raise questions about whether the current system truly levels the playing field for independents, or if further reforms are necessary to ensure fair and equal participation for all candidates.
