Fuelling economic growth: Have your say on the proposed Petroleum Products Bill

The Petroleum Products Bill, recently published in the Government Gazette by Minister Gwede Mantashe, aims, among other things, to “promote an efficient manufacturing, wholesaling and retailing petroleum products industry”.

Summary:

The Petroleum Products Bill, recently published in the Government Gazette by Minister Gwede Mantashe, aims, among other things, to “promote an efficient manufacturing, wholesaling and retailing petroleum products industry”. Furthermore, the proposed bill envisions a petroleum industry that will create employment and investment, while increasing access and safety. In addition, this bill has as object the transformation of the industry by “regulating the licensing requirements for new entrants that were previously disadvantaged and excluded from participating in petroleum products activities”. 
While an open economy should not hinder participation, some might argue that this particular objective might give the Department and the Minister increased power in the sector, opening the doors for political interference and even the capturing of certain sectors of the economy. Moreover, concerns have been raised that the bill will have an adverse effect on competition and consequently economic growth.
