South Africa is facing increasing pressure on its correctional services system, public finances, and border management infrastructure. These challenges are compounded by broader concerns around illegal immigration, enforcement capacity, and institutional accountability. We want to know whether citizens believe South Africa is managing the sensitive issue of undocumented foreign nationals residing in the country in the most appropriate manner.

ARE WE USING PUBLIC RESOURCES IN THE MOST EFFECTIVE WAY?

 

South Africa is facing increasing pressure on its correctional services system, public finances, and border management infrastructure. These challenges are compounded by broader concerns around illegal immigration, enforcement capacity, and institutional accountability.

 

Recent correctional services data indicates that there are approximately 25,000 foreign nationals currently in South African prisons - these foreign nationals are for the most part, recorded as legal but have committed other crime/s in South Africa and have been convicted as a result..

 

As cited by Pieter Groenewald,  at an estimated cost of R463 per inmate per day, this equates to roughly R11.6 million per day or R4.225 Billion per annum in taxpayer expenditure for the detention of foreign-national inmates.

 

These figures raise an important policy question:

Are current systems ensuring that public resources are being used in the most efficient and sustainable way possible?

 

While incarceration is a necessary outcome for criminal justice, South Africa must also consider whether its immigration enforcement, deportation processes, and international agreements are functioning effectively to prevent unnecessary long-term detention where lawful removal or repatriation may be possible.

 

Key concerns for public consideration include:

  • Whether immigration enforcement at borders is operating effectively and consistently.
  • Whether deportation processes are sufficiently efficient and properly resourced.
  • Whether bilateral agreements with countries of origin are being fully utilised.
  • Whether prison overcrowding is placing unnecessary strain on correctional infrastructure.
  • Whether taxpayer funds are being used in the most cost-effective manner possible.
  • How government can balance border integrity, human rights, and fiscal responsibility.

This is not only a question of immigration policy. It is also a question of governance efficiency, public safety, and responsible use of limited state resources.

 

South Africans deserve a system that enforces the law effectively, secures national borders, and ensures that public funds are directed toward rebuilding communities, improving services, and strengthening the economy.

 

The goal is not division or hostility. The goal is an immigration and justice system that is lawful, efficient, and sustainable.
